BUTTE COUNTY, CA — In a case that has drawn attention from across California, community advocate Jeanette Turner is preparing for a critical hearing on November 5, 2025, where her legal team will argue that she was the victim of fraud and misconduct within the local judicial system.
Ms. Turner’s filings allege that her prior proceedings were marred by falsified evidence, forged documents, and violations of due process. She contends that these actions—committed by officers of the court—constitute misconduct under color of law and demand investigation.
The appeal seeks to reopen the record to allow for judicial review and evidentiary inquiry into what Turner describes as “systemic abuse that has harmed not just one person, but many families who have challenged the system.”
Character Affidavits Highlight Years of Public Service and Ethical Advocacy
Dozens of sworn Character Affidavits have now been filed in support of Ms. Turner, including statements from fellow advocates, parents, and professional colleagues. One such affidavit, filed by a member of her organization Parents for Family Court Reform & Advocacy (also known as Guardians of Rights, Equity, Accountability, and Transparency), describes Turner as “a principled, law-abiding advocate whose record reflects integrity, courage, and compassion.”
The affidavit attests that Ms. Turner’s activism has “always remained peaceful, lawful, and evidence-based,” emphasizing that her leadership focuses on education, transparency, and nonviolent reform. It refutes allegations that she engaged in violent or reckless conduct, noting:
“I have never known Jeanette Turner to carry a firearm, brandish a weapon, or advocate violence in any form. She promotes lawful intervention and peaceful advocacy, even in crisis.”
The statement further describes Ms. Turner’s actions in the underlying case as motivated by humanitarian concern for the safety of two children she believed to be in immediate danger, not by self-interest or malice.
“Her reputation is built on ethical conduct and emotional discipline,” the affidavit reads. “She is not impulsive or dangerous—she is a woman devoted to protecting others, particularly vulnerable children.”
A Growing Call for Accountability and Transparency
Advocates following the case say the outcome of the November 5 hearing could mark a turning point for judicial accountability in California. Turner’s supporters have documented patterns of misconduct affecting multiple families and are urging a formal, public investigation into court operations and case handling procedures.
Ms. Turner has long been recognized as the founder and president of Parents for Family Court Reform & Advocacy, a volunteer-driven coalition that trains families on how to navigate complex legal systems lawfully and effectively. Through her work, she has helped organize outreach programs, policy discussions, and legislative efforts aimed at improving accountability and transparency in family courts statewide.
Public Participation: Affidavit Campaign
In preparation for the hearing, Ms. Turner and her legal team are collecting sworn affidavits from individuals who have personally witnessed or experienced similar misconduct or institutional failures. These documents will be submitted to the court to help establish the broader systemic context surrounding her case.
Members of the public who wish to support this effort may submit notarized statements or affidavits attesting to their personal experiences with judicial misconduct, court irregularities, or procedural violations. All statements must be truthful, signed under penalty of perjury, and may be filed with the Butte County Superior Court, Department 5, referencing Case No. 25CF01950.
Statement from Jeanette Turner
“This isn’t just about me,” Ms. Turner said. “It’s about every person who has ever been silenced, disbelieved, or harmed by a system that refuses to hold its own accountable. What happens on November 5 matters for all of us—for truth, fairness, and justice.”
Next Steps
The November 5 hearing will determine whether Ms. Turner’s claims of fraud and judicial abuse proceed to formal evidentiary review. Her supporters view this as a crucial step toward restoring transparency, oversight, and public trust in the local courts.
